MLC Dharmendra Bhardwaj announces a Meerut Founders' Desk for First-Time Youth Entrepreneurs
MLC Dharmendra Bhardwaj’s Founders’ Desk will guide Meerut entrepreneurs from idea to bank sanction, as part of a five-point compact on loans, skills, jobs.
MEERUT, UTTAR PRADESH, INDIA, October 20, 2026 /EINPresswire.com/ -- MLC Dharmendra Bhardwaj, Member of the Uttar Pradesh Legislative Council from the Meerut–Ghaziabad Local Authorities constituency, today announced a Meerut Founders’ Desk: a named, staffed channel to guide first-time youth entrepreneurs through registration, scheme eligibility and bank files. The desk is the centrepiece of a five-point Youth Employment Compact, in which every point asks a named authority to publish a number, open a window or clear a file.
“Meerut’s young people already have the instinct to build. What they lack is a first door to knock on. The Founders’ Desk is that door,” said MLC Dharmendra Bhardwaj.
WHAT THE FOUNDERS’ DESK WILL DO
The desk will guide first-time founders through DPIIT startup recognition, Udyam registration and eligibility for state and central schemes.
It will hold monthly office hours with practising chartered accountants and bankers, so founders can get their project reports and loan files ready before they reach a bank.
Help will be offered in Hindi and Urdu, so no founder is shut out by language. The desk will also connect founders with Meerut-born professionals working across India as mentors and early customers, and every enquiry and outcome will be recorded in a public log.
“The Founders’ Desk is a commitment of method, not a building: a named channel, a published calendar and a public log,” said Dharmendra Bhardwaj.
WHY MEERUT NEEDS IT
Meerut has an estimated 340 DPIIT-recognised startups, working in education technology, agri-inputs, sports technology, direct-to-consumer fashion and delivery. That is a beginning, not an ecosystem.
Too many of the city’s young graduates still leave for Delhi-NCR and Mumbai to find work. Yet Meerut already has the assets to keep them: it is Uttar Pradesh’s One District One Product hub for sports goods, with a cluster employing an estimated 3.15 lakh workers; it is linked to Delhi by the rapid-rail corridor and the Expressway; and youth-loan schemes are funded.
“The gap is not talent. It is organisation, and organisation is a legislator’s job,” said MLC Dharmendra Bhardwaj.
THE FOUR OTHER POINTS OF THE COMPACT
1. Loans with a date on them
The state’s Mukhyamantri Yuva Udyami Vikas Abhiyan, launched on 24 January 2025, offers interest-free loans of up to ₹5 lakh for youth enterprises, and MUDRA lends in four tiers, from Shishu (up to ₹50,000) to Tarun Plus (up to ₹20 lakh). The compact asks the MSME Department and the Lead Bank for quarterly loan melas in Meerut with named bank officers, and for published figures on applications, sanctions, average days to sanction and reasons for rejection. Sports goods, sports technology, agri-inputs and direct-to-consumer brands are proposed for priority.
2. Placement, not certificates
The compact asks the UP Skill Development Mission for a public district placement dashboard showing how many youth were enrolled, certified, placed, and still employed after six months, with courses mapped to the sports cluster’s real vacancies in quality control, export documentation, tooling, and packaging and logistics.
“A certificate that does not become a salary is a wall poster,” said Dharmendra Bhardwaj.
3. Defend the sports-goods jobs base
The compact seeks a paid, counted apprenticeship registry in the cluster’s larger units; cluster trades added to the PM Kaushal Kendra course list; and a study of home-based piece-rate workers so that formal benefits reach artisan households. It also presses the Meerut Development Authority to move the land-acquisition file for the planned Partapur township, giving the city’s new businesses an address.
4. The rapid-rail dividend
The compact proposes plain-language guidance for young people on which Delhi-NCR jobs are realistically commutable and what they pay; a “work in Delhi, live in Meerut” pitch to professionals and a “bring the job to Meerut” pitch to employers; and last-mile city transport to the rail stations, so the old city benefits and not only the new colonies.
WHERE IT STARTS
Brahmpuri and Indira Nagar, home to many first-generation graduates, are first in line for the Founders’ Desk.
Phoolbagh and Nehru Nagar, where Dharmendra Bhardwaj’s June 2026 door-to-door outreach began, are first for the loan-mela and placement demands.
The old city, including Khairnagar, Ghatghar, Budhana Gate and Sohrab Gate, is first for small MUDRA Shishu loans.
DEMANDS AND DEADLINES
- MSME Department and Lead Bank: quarterly loan melas with published bank-wise sanction timelines, this quarter.
- District Industries Centre: a cluster jobs register and apprenticeship registry, within 90 days.
- UP Skill Development Mission: a district placement dashboard and cluster trades in PMKK courses, by the next academic year.
- Meerut Development Authority: movement on the Partapur township land file, immediately.
- Sports Goods Export Promotion Council: buyer delegations and internship channels, in the next buyer-seller cycle.
Each demand will be raised in the Legislative Council, in official correspondence and at district review meetings, and the responses will be published. Contact details for the Founders’ Desk and the date of its first office hours will be announced by the office of MLC Dharmendra Bhardwaj.
“We will not measure this compact in trainings held. We will measure it in sanction letters, appointment letters and first salaries drawn in Meerut,” said MLC Dharmendra Bhardwaj. “Meerut’s youth do not need to leave Meerut to find the future. The future has a platform here.”
